It never seems to get any further forward. The nett result is that, with thousands of trucks per hour (7x24) plying between Bangkok and Laem Chabang and Rayong, what should be a 90 minute journey often takes 3 hours by car,and perhaps 4 hours by coach (which,of course, is the cheapest way to make the journey). So it's NOT a good idea to go there and back in one day. As "cheap" seems to be your requirement, there is plenty of cheap (under 1,000 Baht/night) accommodation in Pattaya. Better to travel there one morning, overnight there and return to Bangkok the following day. If you are flyingto/from Bangkok, perhaps make it the last night of your stay, as Suvanabhumi airport is nearer to Pattaya than is the city centre.
